Executive Order: Parks & Utility Disconnects

On May 7, 2020, Mayor Chris Younger signed Executive Order 2020-006 permitting use of the Walking Track (immediately) and limited use of the Tennis Courts (beginning May 8) at the David Robinson Recreation Park, as well as permitting the resumption of utility disconnects with conditions. Following are the guidelines:

  1. Concerning the David Robinson Recreation Park:
    1. The walking track is open to the public and it may be used for exercise, provided that at all times an appropriate social distance is maintained, and that in no event shall a group of 10 more congregate together.
    2. The tennis courts shall be opened on May 8, 2020 with the following guidelines:
      • Singles play only is encouraged.
      • The use of only one court at a time is encouraged.
      • Players should maintain an adequate social distance at all times and take special care that balls and equipment are adequately disinfected and not shared.
      • At no time should a group of 10 more spectators or players congregate together.
      • The only permitted use of the tennis courts is tennis or similar games (pickle ball, etc).
      • Players should follow all state and federal guidelines concerning the play of tennis while COVID-19 is still a threat.
    3. Consistent with state and federal guidance, and state executive orders, the playground and restrooms will remain closed.
    4. Consistent with state and federal guidance, and state executive orders, the ball fields will remain closed for practice or competitive play.
    5. Loitering or congregating in the parking lot is prohibited.
  2. Concerning Utility Bills:
    1. No later than May 16, 2020, the City Recorder will notify all utility customers with a past due balance by automated telephone call that their account is in arrears and that disconnects will resume for non-payment after May 29, 2020.
    2. The City Recorder will follow standard practices for notification of delinquent utility accounts beginning May 29, 2020, using automated telephone notification.
    3. The City Recorder may begin disconnecting utility accounts more than 60 days past due beginning May 29, 2020. City Utility Account Mangers shall act liberally in making payment arrangements for customers between 30 and 60 days past due.
  3. All residents are encouraged to practice social distancing and to wear masks in public places where social distancing is not practical.
